Can’t take ownership of file

Here’s my problem. I have a file that needs to be deleted. Problem is, nobody, even the builtin administrator account on the server can view the security propertes of the file. Therefore, can’t change ownership. I’ve tried command line tools such as SetACL, subinacl, cacls to try and set a new owner,all resulting in access denied. Using these tools also results in access denied when even trying to view the ACL.

It looks like someone who is long gone may have set a specific deny on this file for everything but read/execute, and now nobody can do anything but look at the file.

Any ideas how I can get control of the file back?
