CD Rom Problems

I know that I am overlooking something easy. I have a Gateway 333Mhz Win98 system that I am maintaining. The CD Rom began having difficulties reading disk after some minor troubleshooting I purchased a new CD Rom and installed it> No Problems at first. It is now having the same problems. I recieve error message related to device not found yet I hear the system spinning the drive. What have I missed.
