CD rom want respond to install win 95 OS

What driver do I need for HP CD-writer cd16b rom to install win95 on a new partition on HP510n hard drive? The CD rom is non responsive using a CD bootup diskette in drive A: for win95. All of the win95 install files are on the CD. The primary OS is win xp home.
