CD-ROMs being scanned upon reboot

Two newer CD-ROMs: Pioneer DVD-ROM(master) and a Philips CD-RW(slave). When a reboot is initiated the two devices are scanned constantly until a hard shutdown is performed. BIOS is at its latest revision.
