Certificate revocation errors

Have in the last 2-3 weeks been getting the “Revocation information for the security certificate is not available for this site… wish to proceed?” message on nearly every web site I go to requiring a login of some kind. Never had this problem before that. I have tried to uncheck the related boxes under Tools>Internet options>Advanced, and restart but to no avail. They recheck themselves. Has gotten very annoying. I should add I sometimes get this message and have to click “continue” several times (5 or more) on the same site before the page will completely load. This seems to happen on login pages only. Each click gives me another portion of the page, a button or whatever. Ideas?

Additional Info: Toshiba laptop on XP, Nortons 2008 Suite on mostly default settings and no other security stuff currently running. Everything is up to date. This exact same setup ran fine until out of the blue a couple weeks ago. I have temporarily disabled all Norton functions, and the check boxes still recheck themselves. Weird.
