Certificate Template Problems

I am trying to enable a certificate template that I created on Windows Server 2003, but when I click “New->Certificate Template to Issue”, the template isn’t listed. None of the templates that I have created are listed. I have waited over 24 hours for replication, so I know that that isn’t the problem. How do I get my templates in the list.
