CGI failing on 1 of 4 IIS servers

I get this CGI error on one of four web servers. They are all identical in a DNS round robin. The CGI script was put in and works beautifully on three of the 4.

CGI error
The specified CGI application misbehaved by not returning a complete set of HTTP headers.

Any help would be appreciated.
