Changing User Passwords on NT4.0

When any of my users are prompted to change their network password they cannot do so and are presented with the helpful message of “Unable to change the password for Microsoft Networking because of the following error: Access has been denied”

I can’t see anything wrong with the user profiles.

I am running NT4.0 SP 6

Any ideas?
