choose the fastest path/connection?

How can I make my WinNT pc choose the fastest path/connection on the internet using MSIE4.0 0r higher?
e.g. I want to choose another route to bypass a particular slow branch that causes server-time-outs from the remote system.
I’m refering to global-wide connections here…
