Chrome Browser Javascript But?

So, I’ve been on this auto dealer website a few times and I noticed their autoscroll feature doesn’t work unless Chrome’s Javascript console is open!!! Weirdest, thing. Its really confusing and frustrating. Anyone else have a problem like that?
