Cingular wireless card, ICS, Vista, IP addy conflict

2 computers.
Computer 1, Laptop, Vista Home Premium,
2 LANS
Cingular- Sierra wireless 875u G3 for internet service (Local area connection 2)Receives ip from dhcp valid wan ip, ICS on this connection, Private network

NIC (Local area connection) reeieving default ip from ICS of 192.168.0.1
Computer 2, Desktop, Vista Home Premium, 1 LAN, Local area connection receiving ip from Laptop of 192.168.0.52, Private network.
The ICS works GREAT, for a random amount of time- 10 minutes -3hours, but then loses the internet connection, I spent 3 hours on the phone with cingular the first 30 min of which they tried to say was not a cingular issue- however-, the event log says that the ipaddress 66.108.x.x was conflicting with another computer or device on the network and the device was disabled, the next log was also error saying the ip address 66.108.x.x was denied by the dhcp server, those are wan addresses on a wan network, yes? shut down comp 1 and reboot and restart reset the lan 3 and the lan to private and then connect to internet and all is good, for a random amount of time- 10 minutes -3hours. I sat not touching a thing as the LAN3 on the comp1 suddenly went to “Identifying Network” and when it was done both of the lans were set back to public and had to start all over again. Please help, I have always been able to find the answers here and if you need more info I will do whatever. This is for a customer so its costing me money btw :-)).
