Cisco 1700 Series router to load balance 2 dsl modems

hi,
could you help me configure a cisco 1700 series router to load balance 2 dsl modems and connect to an ISA firewall?
Currently I have configured the router as it was outlined, however my WIC interfaces are unable to get the IP address of the dsl modems.
