Cisco Boot

Hello,
I have a cisco 2500 router. WHen it boots up I get the following

router(boot)#

This is preventing me from configuring OSPF. Can someone tell me what I need to do? I have already tried changing the config reg to 0x2102. But still get the samething after reloading it.
