Cisco Catalyst Switch i/f state change reporting tool

Is there a tool out that can pull the value for “last state change” for Cisco Catalyst switch interfaces, via SNMP?

I need it for my helpdesk staff, so they have a chance to easily get an overview of what ports are down and for how long.
