Cisco VPN Install Problem

When I go to install the VPN, I get the error message: IKE being stopped or service not running. I can install and run the VPN on other computers in my home network, so I’m sure it’s not the Linksys Router.
THe computer w the problem is running XP and Norton Internet Sec (but I’ve disabled the fire wall).
