Cisco VPN won’t create Tunnel on 2000

Cisco VPN Client 4.0.3

On Windows 2000 PC’s, when upgrading from a 3.x version of Cisco client to 4.0.3, the install will appear to go successfully but when trying to create a connection, authenication happens but it never creates the secure tunnel and times out.
