Click on URL in IE=> Operations have been cancelled due to restrictions…

Hi,
When I click on a link in IE or choose ‘Open in a new window’ or ‘Save target as..’ I now get

Operations have been cancelled due to restrictions in effect on this computer. Please contact your system Administrator.”

I think I changed something in a tweak program..

I’ve looked around, but not yet seen this exact problem- this is
– not a problem with Internet Options – I can open those.
– not a problem clicking a link in OE

which are commonly reported.
