Clock in Server 2003 issues

Has anyone seen an issue where the clock settings on only one profile changes and yet none of the other profiles change? I have a server that has a profile that has one time, and all the rest are different. If I change the time on one of the other profiles, the rest change with it but the one that was different stays the way it was. If there is a setting to have per user clock settings, I sure would like to know.

FYI…All users are revoked access to change the clock settings by default through group policies.
