Clustering under NT2000

I want to cluster two compaq servers using W2K. Compaq tells me that I need an external drive array to be able to cluster. Does anybody know if I can cluster two servers without an external drive array. Basically I want a hot spare server to kickin when the other server goes down, but I do not want to spend $30,000 on an external drive array.
