cmd.exe-application error

Good day, have any one got this error before? cmd.exe-application error the application failed to intilazie properly (0x0000142) this happens when i try to log off, shutdown, and restart. I got a hotfix from microsoft for SP3 which i have but that didnt work. AV is uptodate and regristry is okay. Your input is welcome. thanks
