CMD.exe disappears after launching

CMD.exe disappears after 2 seconds from going to the run command and typing CMD. Went into windows/system32\cmd.exe and tried to launch but same thing happens. Virus scans and System Restore both have been tried with no success. Does anyone have any more suggestions?
