Coding difficulty comparison

Hi, Im wondering, in terms of coding, how complicated a site like these are : http://kurokawawonderland.jp/ and http://www.djeco.com/en when compared to a regular site or still image is? Will it cost lots more to code, or is it animations, and the cost will fall upon the designer?
