Colors bleed onto screens from certain spots

My user has a 24″ monitor that started paint pink onto a screen area. If you move the window, it gets darker and moves around. We rebooted, swapped monitors and updated the driver but the problem persists. This is a one-of-a-kind computer so I can’t swap video cards. Have you seen somethink like this?
