com port change

We have a service laptop that hooks to a Bobcat Skid Steer Loader to tap into the onboard computer for trouble shooting the machine. With an older Dell laptop that does not have a 9 pin serial port we use a USB to Serial adapter. I know it is an old operating system, Windows 98, but that is all we need to do this type of work. When adding the adapter it must be on com port 3 for the machine software to connect to the laptop.
Anybody have an idea on how to change the com port in Windows 98 SE from 1 to 3?
