Comm port problem in XP when using X10

When trying to set up X10 software callen ActiveHome, it requires comm port 2/irq3. My system won’t allow me to assign irq3 to a comm port. When I look in MS Word/Help/About/system info, IRQ 3 is not assigned. The ActiveHome software seems to be non-configurable. Any suggestions?
