Command for listing the owner of Windows 2000 server files

I remember from days gone by a DOS command that I used to get a listing of files owned by a specific user.
Does any one know the DOS command that does this search and then lists the files (and how to move it to a text file)…?
How about a command who changes the file ownership from one user to another?
