Compaq computer fan comes on computer wont power up

I have an old compaq computer that will not power up. If I unplug it and plug it back up, the fan starts running but the computer will not power up. The light comes on on the power button but the power button has no affect. Is the PS unit bad?

Any help or advise would be greatly appreciated.
