compaq presario cq40 no power

hi everyone! my compaq presario cq40 is not powering up. when i inserted the ac adapter cable (without battery) there’s a light underneath the dc jack but power led indicator is off. when i open the laptop using ac adapter and battery at the same time still the there’s a light underneath the ac jack, and battery led indicator is on.

i did by removing the battery and ac adapter and pressed the power button switch and hold on for 60secs and insert again the ac adapter but same problem exist.

i checked the ac adapter by using multimeter and it gives right power. also, i checked the dc jack connector and no wiggle on it.

please help

Edit: i forget to tell that cpu fan and hdd not spinning.
