Computer clock

The clock on my “B” computer is always 1 hour behind after I reboot. I can set it manually. When I try to set it using the Internet Time>Update Now button, it says:
The time sample was rejected because: The peer’s stratum is less than the host’s stratum.
What’s that all about? and how does one fix it?
