Computer Configuration Group Policy

I need an ADM file that could bring me control panel in computer configuration container like we normally have in user configuration. the reason is i need to disable control panel not only for domain user but also to the local system administrator account. i need to deploy it on a particular OU. Is there any script or template available. Oh yes i need it for Windows Server 2003 sp2
