computer licensing requirements – a good idea?

I have heard it mentioned by other techs that people should be required to get a license to use a computer, like the FCC did for Citizens’ Band radios back in the 70s. Under the terms of this license, they were responsible for the proper operation and performance of the radios, and could have their equipment confiscated if it was causing interference with other electronics.
