computer wont power on

We have a compaq persario. We just had it on a few minutes ago, but we unplugged it to move it just right down the hall from the living room to the bedroom. My husband went to set it back up and turned it on. But it wont power up, everything we plug it in we get a clean light that just blinks, when he unplugs it the light stays blinking. We were wondering if its the power supply but wanted to make sure before we spent the money.
