Configuration of Cisco 1602

I’m currently working on a project that includes installation and configuration of 2 Cisco 1602 routers connected via a Qwest Point-to-Point T1 line. I’ve got the modems linked and appear to be talking, however I cannot send or receive traffic over them….not even a ping. Any suggestions???
