Configure pop3 email on Lan

I want to prevent the users in the Lan from browsing internet.But they should be able to access the Official E-mail.
How to set POP3 server on the Lan so that they can download there e-mails from outlook express.
What will be the method for the pop3 server to download the e-mails for different users?
