Connecting offices with DSL

Do I need VPN over DSL to connect 2 offices? From what I have been reading, vpn is slow over dsl. I have 2 windows 2000 servers. We will have dsl for internet access. The users will share office documents. What equipment do I need if I am able to dothis without a vpn?
