Connectivity and File Issues

My office is having major file issues, if anyone has any idea what might be the cause I would appreciate the input:

All Files are on a Win 2003 SBS Server, issues do not happen when done locally.

– When users close MS Office files on server(word, excel, access etc), a lot of the time they do not close properly, leaving temp files, or locking the files so others cannot open them
– This happens in other programs too, including accounting, to the point where the data has to be kept locally now, as I cannot even open the accounting file off the server anymore, it tells me wrong password, meanwhile when I copy the file locally it is fine.

The main issue I found was file permissions had become corrupt on the server (Owner was blank/error on lots of files and directories). So I ran the SUBINACL tool to change the owner to administrator, then added all required permissions and forced such permissions on all child objects. This worked perfectly and solved the file problems for about 2 seconds. Then they came back. (I was able to open the accounting file once successfully, when I tried to open it again it wouldnt let me)

All PC’s are updated with all current updates, windows and office, I have done office repairs, virsu scans, malware scans etc.
I have tried:
– Changing the Switch, connecting 1 PC to the server through a new switch, same issues
– Changing the NIC on the server
– Changing the Cables

All users are experiencing increased occurances of messups with any sort of file communication with the server.

Could it be more file permission issues? Session closing issues?

I am close to replacing the server at the moment, so any input is appreciated.
