Contractor management software?

Hello,

I’m looking for a software that I can store contracts, consultant info such as rates, contract expiration dates, and single pc to avoid server or web installation. So far the only thing that I find close to what I would need is Contract Tickler (http://www.ncmahq.org/files/Articles/7C95A_04_02_p36.pdf) but the company who makes the software is no longer. Any information would help. Does anyone know a software similar to this?
