control box corrupted

win98se. the control box(minimize,maximize,close buttons)on the title bar of every program has changed. Instead of the _ , x , and screen, i have numbers 6,0,8. Also the icons on task bar are blurry and the arrows for start menu
items are not arrows anymore. I am not low
on resources, and I have removed the
shelliconcache file. I have also disabled
and/or removed any screen savers and have
changed windows background several times.
I have run the system file checker with no
errors and have replaced the marlett.ttf
file. I have also run antivirus, removed
files in the windows\temp and internet temp
folders as well as run scandisk and defrag.
Any ideas
