Control Internet Access Through LAN

I Would like to know is there a way to control internet connection through LAN?

In my office 20PC’s (Win XP) LAN with win 2000 server domain. Now users can access internet at all the time. My requirement is to grant internet access to users in specific times.

Is there a way to do this?
