Control of networked desktop environment

I have a Windows 2000 server with Windows 2000 Professional work stations connecting to it. I have an OU called TMS Students and a GPO TMS Student Policy created for the OU. I have a group TMS Students that I have given Read and Group Apply permissions to. I have a user account called Student that has domain access to a work station but I can’t seem to be able to get any of the GPO policy settings to the StartMenu or anything else to pass to the work station when the Student logs in. The profile is roaming and works fine. I would like to be able to set up a default controlled desktop environment that would follow from workstation to workstation. Any ideas out there would be greatly appreciated.
