Copying Users & Shares from one Stand-Alone Server 2003 to another

We have one Stand Alone Server 2003R2 machine
with about 75 users no Active Directory or Domain.

Each user has his own share along with a few group shres.

We have a second machine with Server 2003 R2 and we are trying to make it a Hot Swap Backup.

This machine is a completely differnt make, model, drivers and even drive sizes.

I have tried to use a system state restore from the Primary Server on the Backup Server, it made the backup machine unbootable and it had to have Server 2003 reloaded.

Question: How do we copy the Users and the Share properties to the backup machine?

All of the data from the shares is backed up to a removable disk on a drive rotation. So getting this data is not a problem.

We want to be able to copy the data from the Removable drive, change a machine name and hopefully keep running like nothing happened.
