Could a PCI card be used in a laptop?

I have a card to be placed in a PCI-slot in a desktop PC. The card is a Winradio card. I would like to use it connected to my laptop. Are there such solutions in the market? For example to use the PCMCIA slot or a USB port and connect in a cabinet.
