CPU Fan spinning to slowly

A alert keeps appearing on my screen indicating that the CPU fan is spinning to slowly. I did a visual inspection and it appeared to be spinning normally. I took out the fan and heat sink and clean the debris from them, but the problem kept reoccuring. What could the problem be?
