Create user-id with Restrictred Administrative access on Windows 2K3 server

Hi,

I need to create a user-id on a Windows 2003 server, that should only be allowed to create new users and not allowed to do any thing else. If anything, it should be minimal.

Tried using the local security settings, but could not create such a user.

Please help.
