Creating an app from an IFTTT recipe?

I have an IFTTT recipe that I have found very useful and I’m wondering if it’s a complicated/expensive procedure to create an app from the simple recipe with some minor modifications?

Basically, when I’m driving my car and I enter a predetermined location, from a specific direction, that is east to west for example, the recipe calls a number…thats it!
