Creating of a user

Here is the scoop:

I have a client that has a very small network and has changed their password policies so many times that when creating a new user it will not allow them to create the user because it says it does not meet the password policy.

I have gone into the Active Directory Users and Computers and went to the root of the Active Directory and removed all password settings in the Group Policy but yet it still says that it does not meet password policy. Is there another place that I need to go to change and/or what other possible item do I need to look at and/or change so that new users may be created?
