Crystal 9 and Windows 98

i installed a VB6 app that runs a CR9 report through CR viewer9, when I run the report I get the error message
Failed to load database information
Details: The database DLL ‘crdb_p2bxbse.dll’ could not be loaded
Any help would be appreciated
