ctrl+alt+del not responding at win2k login

Win2k Server sp4 all recent updates, current AV and spyware.
At the windows login screen, ctrl+alt+del is not responding at all. I cannot get to the password screen. Keyboard is fine and login works in safe mode. Ran chkdsk – no errors.
System boots into windows quickly but cannot enter CAD to get to the password screen.
