Cursor freezes, restarting won’t help

No matter what OS i use (XP Pro, Win 7 Ultimate or Win Server 2k8 Enterprise), mouse cursor freezes frequently and restarting won’t help fix the problem. Only shutting down and starting up again would make the cursor usable.

Reinstalling new OS doesn’t seem to make any change. Problem still persists…

i doubt its virus or malware problem…

is there a way to fix this problem permanently? is it something related to CPU temperature or usage %? i don’t think either…
