Custom Startup Screen – Outlook Express

Is there a way to customize Outlook Express to display a custom MOTD “Message of the day” or a policy warning to users. The manager of our company would like to put a policy reminder to employees on all company owned computers, reminding them of company policy when outlook express is launched.
